Vancouver is plagued with heroin addicts committing crimes to support their habits. There are no boundaries to the extent in which addicts will go to obtain their drug, resulting in crimes such as breaking and entering and stealing. The “free heroin for addicts” program combats the growing crime rate perpetrated by these addicts who struggle to engage in common daily activities because they are utterly consumed and obsessed with fueling their addiction. The program’s initiative will also minimize the influx of users who seek hospital care for treatment of conditions resulting from the use of tainted drugs and unsanitary needles, thus minimizing the burden on the healthcare system caused by their inability to pay the bills. While the “free heroin for addicts” program neglects to actually wean addicts off of the drug, it does allow them to peacefully coexist with nonusers in their city.
